Minnesota Dental Licensure
for International Dentists
How an international dentist (IDG) gets licensed to practice in Minnesota without a US DDS or DMD — sourced from a direct reply from the Minnesota dental board.
CODA specialty residency in one of the ADA-recognized specialties (MN Rule 3100.7000 Subp 1) → specialty license. AEGD and GPR do NOT qualify regardless of length.
Minnesota Board of Dentistry (May 2026, Jennifer Lindsey): "An AEGD & a GPR regardless of the number of years does not qualify an IED to apply for licensure in the state of Minnesota. If they completed a specialty residency in one of the ADA recognized specialties, then they can apply for a specialty license, but they can only practice in their specialty, not in general dentistry." No state-specific exam any longer. PASS program (e.g. U of MN) accepted as DDS-equivalent — separate path.

These are the post-graduate training programs the Minnesota board accepts as the educational requirement for IDGs:
- AEGD 1 — MN explicitly excludes AEGD/GPR (any length) for IDGs. The separate Limited General License (LGL) pathway is FCSA-based and does not depend on residency.
- AEGD 2 — MN explicitly excludes AEGD/GPR (any length) for IDGs. The separate Limited General License (LGL) pathway is FCSA-based and does not depend on residency.
- GPR 1 — MN explicitly excludes AEGD/GPR (any length) for IDGs. The separate Limited General License (LGL) pathway is FCSA-based and does not depend on residency.
- GPR 2 — MN explicitly excludes AEGD/GPR (any length) for IDGs. The separate Limited General License (LGL) pathway is FCSA-based and does not depend on residency.
